Architecture practice CRA-Carlo Ratti Associati has been commissioned to design "A High Rise on High Heels," a climate-adaptive tower for Seoul. The building rises on slender stilts to address flood risks, while its façade adapts to natural conditions and solar orientation.

Designed for a city increasingly exposed to flooding and rising temperatures, the project lifts the residential volume above the ground on slender "high heels." By freeing the ground beneath the building, the design allows water, vegetation, and public life to coexist.

For "A High Rise on High Heels," CRA-Carlo Ratti Associati proposes a 140-metre-high tower featuring adaptive façades that respond to solar orientation while integrating spaces for cultivation and social gathering. Reimagining the relationship between the high-rise and the city below, the tower is elevated on slender stilts, allowing the ground plane to remain open and permeable.

During periods of heavy rainfall, stormwater is collected and slowed within the site, moving through the landscape before entering Seoul's drainage network. Following the principles of the "sponge city," the project treats water as a resource to be managed within the urban ecosystem rather than a problem to be removed.

By reducing its footprint, the tower preserves the site's existing trees while creating new public space at ground level, transforming the open terrain into an extension of everyday life. Gardens and communal spaces connect the tower with its surroundings, forming an open courtyard at the scale of the urban block. The elevated structure allows daylight to reach the levels beneath the building, making shared facilities such as a community farm, dining lounges and tea houses possible. Food production thus becomes part of daily life, encouraging social interaction.

At height, the tower transforms a regulatory requirement into a shared amenity. South Korean building regulations require a refuge floor every thirty storeys; in this project, these mandatory safety levels become elevated communal gardens. Distributed throughout the building, these green refuge floors provide protected areas during emergencies while also functioning as spaces for everyday social interaction.

The façades are specifically designed according to their orientation. The south-facing façade incorporates photovoltaic panels to generate solar energy, while the east and west façades use vertical louvers to reduce low-angle sunlight and prevent overheating. Rather than relying on a uniform envelope, the building adapts its performance to local environmental conditions. From within, residents experience an architecture shaped by the movement of the sun throughout the day.

"Cities have spent much of the last century trying to make water disappear as quickly as possible. In Seoul, facing a changing climate, we ask how a tower can give water more time and space. By lifting the building on 'high heels,' we allow the ground to retain its trees, absorb stormwater, and function as part of the city's climate adaptation system."

Carlo Ratti Associati (born in 1971 in Turin, Italy) is an international design and innovation office based in Torino, Italy, with branches in New York and London. Drawing on Carlo Ratti’s research at the Massachusetts Institute of Technology Senseable City Lab, the office is currently involved in many projects across the globe, embracing every scale of intervention – from furniture to urban planning. The work of the practice merges design with cutting-edge digital technologies, so as to contribute to the creation of an architecture “that senses and responds”.

Noteworthy achievements at the urban and architectural scale include the masterplan for a creative hub in the City of Guadalajara, the renovation of the Agnelli Foundation HQ in Torino, the Future Food District at Expo Milano 2015, and the Digital Water Pavilion at Expo Zaragoza 2008. Product design projects range from experimental furniture for Cassina to light installations for Artemide, to responsive seating systems with Vitra.

In all these circumstances, the studio investigated the ways in which new technologies, including digital sensors and portable devices, are changing both the built environment and everyday life. The works of the practice have been featured in publications worldwide, including The New York Times, Financial Times, Wall Street Journal, The Guardian, BBC, Wired, Boston Globe, Der Spiegel, Corriere della Sera, and Domus. The studio's projects have been exhibited in cultural venues such as the Venice Biennale, New York’s MoMA, Istanbul Design Biennial, and many others.

Carlo Ratti Associati is the only design firm whose works have been featured twice in TIME Magazine’s “Best Inventions of the Year” list – respectively with the Digital Water Pavilion in 2007 and the Copenhagen Wheel in 2014. In the last years, the office has been involved in the launch of Makr Shakr, a startup producing the world’s first robotic bar system.
